Charles holds a Bachelor of Science degree in psychology, cum laude, from Virginia Union University and a Master of Arts degree in industrial/organizational psychology from Radford University. He is currently employed with the Richmond City Health District responsible for providing comprehensive and professional level wellness activities and initiatives to the workforce and facilitating the agency’s wellness committee. Charles is also responsible for coordinating and implementing the agency’s internship program to include students from local colleges and universities as well as the Centers for Disease Control’s Public Health Associates Program in accordance with agency and university policies.

Charles has served as the agency's health promotions, social media and public information coordinator responsible for providing chronic disease and health related information to the public via social media channels. Charles' duties also included serving as the point of contact for news media alerts and citizens and as webmaster for the agency’s public and internal website. He has also supervised the chronic disease prevention program, which was dedicated to providing free fitness classes and health related information for the citizens of Richmond, VA.
